Atomic introduce docker

We are making some efforts to reduce the issues arising from our teams heterogeneous device landscape. Developing and using our codes inside a container could potentially make life easier as this produces consistent results across all our machines (hopefully) and clearly constitutes our dependencies. See the readme for details. This feature branch contains the necessary files to work in a container worry-free.
